The Early Learning Coalition of Hillsborough County (ELCHC) is a single-county coalition with its main office located in Tampa, Florida. The ELCHC is the third largest early learning coalition in the state of Florida in terms of the number of children served, service area, and funding levels. The ELCHC is governed by a 21 member Board of Director as defined by the School Readiness Act. The ELCHC operates on a fiscal year that runs from July 1 to June 30 and currently oversees an operating budget of approximately $70 million dollars.

The Board of Directors of the Early Learning Coalition currently meets every other month on the second Monday, unless otherwise publicly noticed. All meetings are open to the public in accordance with applicable Florida Statute.
